You can't play a summoner necro without one. VERY importantly though on weaponswitch I have a teleport staff I shopped back in act3 normal. Gear is a spirit sword, shako, rest all mf gear without much stats. I just started HC in single player and a summoner necro was what I chose as first character. Summoner necro can finish hell naked without dying. Just make sure you're patient, and either stack some +res (which I don't, and regret), or play very conservatively. Honestly, you don't need a Spirit Monarch shield and +10 skills to get through Hell. Or back down to NM and focus on Meph/Andy/Cows for gear. Where specifically are you having problems? If you can handle Andariel then consider farming her. I die in one hit to stuff like Gloams or the Blizzards the Sextons cast, but if I'm careful I can still make progress. (I also still have around ~100 stat points unspent and ~12 skill points unspent at level 78.) With my +skill items I'm at +7 to Summon skills and +3-4 in Bone/Curses. I'm also only using self-found gear, so it's a mix of low-level runewords, rares, and MF rings/gloves/boots. Do whatever you want with the rest of your points. I am assuming you are 20 skeleton/20 skeleton mastery/20 corpse explode, 1 clay golem, golem mastery, summon resists, amp damage and decrep. This is seriously the most important part of your ability to waltz through hell naked so get on it. Get him the best weapon you can, best for you would be a badass insight CV or CA or thresher. Rattlecage, weapon, guiliumes helmet, etc. Get crushing blow on him, I don't care how but it's required.
